To comply with RTE Act Rationalisation of Schools should be done every year before the commencement of Academic Year
It is further clarified that on account of rationalization there shall not be any creation of new post or reduction in sanctioned posts in a District, with District taken as a unit.
The Annexures I,II,III,IV will give a brief details on Rationalisation, Identification of surplus teachers, Posting of Surplus Teachers etc.

DSE Instructions on Teachers Dress Code and Using Mobile Phones in Class rooms:
- The HM / Teachers should attend the school in the dress appropriate to the profession and should not wear Jean Pants, 8 pocket/4 pocket pants, ‘T’ shorts, Round neck ‘T’ shorts flip flop shoes etc., and should be a role model to students.
- The HM/Teachers should not use cell-phones in the class rooms / instructional hours and the students also should not be allowed to use cell phones in class rooms.

PROCUREMENT OF UNIFORM CLOTH

As per the Orders issued in GO.24 dated 22.3.13 Govt of Andhra Pradesh has issued instructions that 100% reservation for procurement of Cloth from Andhra Pradesh Handloom Weavers Cooperative Society (APCO). These instructions should be followed by all State Govt Departments.
Hence The SPD of RVM has instructed to follow the GO.24 and requested all POs and District Collectors to issue necessary instructions to all SMCs in the State to follow the instructions and to procure the Cloth from APCO after testing the cloth quality.

Rc.No.113/IC-1/2012 dated 15th March of Director of School Education:
The Commissioner & Director of School Education, Andhra Pradesh, Hyderabad has informed vide Rc.113/IC that, as per the U-DISE 2012-13 Data, there are many number of schools where there is no enrollment and many number of schools without teachers.
The DSE has also stated that Government in G.O.Ms.No. 43 Finance Department dated 20.02.2013 to comply with the mandate of Right to Education (RTE) have sanctioned 10,917 Teacher Posts to the Primary and Upper Primary Schools and instructed to display the said teachers in Primary and upper Primary Schools.
The Commissioner & Director of School Education, Andhra Pradesh, Hyderabad has further issued instructions to position the required number of SGTs as per RTE norms, based on the enrolment, to the schools where there are no teachers so that there will not be any schools in the state functioning without teacher. For this purpose, the teachers recruited through DSC-2012 may be re-posted / redeployed to the “0” teachers schools and needy schools as per RTE norms. Similarly, schools without any enrolment can be merged to nearby schools.

Government has ordered through GO.22 dated 22.1.2013 on DA Arrears of CPS accounts holders that;
- Out of the DA Arrears drawn and credited to CSS Account earlier in respect of employees covered under the New Pension System, 90% shall be paid in Cash to the employees concerned, and 10% shall be credited to the CPS Head of Account along with the Government contribution.
- In case, the CPS deductions are not affected from the date of joining of Government servant concerned in pursuance of the instructions issued earlier or where there are deductions still due to be made for some months, it shall be made out of the above 90% amount ordered to be paid in cash
- Interest on the amount outstanding in CSS amount of each employee till such adjustment, shall be calculated @8% for actual period of such deposit and paid to the employee concerned in cash
